How coloured and clear diesel, propane, furnace oil, lubricants and fuel tanks work in Ontario, and the rules that apply to farms, fleets, homes and job sites in southwestern Ontario.
The current Canadian automotive low-sulphur diesel specification is CAN/CGSB-3.517-2025, issued by the Canadian General Standards Board, which supersedes the 2020 edition. It absorbed CAN/CGSB-3.520, allowing up to 5% biodiesel in the base spec.
The answer depends on the service, not the appearance of the tank. Yard tank for refuelling licensed motor vehicles (on-road clear diesel): S601. Heating-oil tank for a furnace, or a generator day tank: S602.
The current edition of the CSA highway tank series for bulk fuel transport is CSA B620:20 / B621:20 / B622:20 (all 2020 editions). The series is invoked by TDG Regulations (SOR/2001-286) Part 5, s. 5.14.
Cardlock fueling is the 24/7 self-serve channel that fleets and owner-operators use to fill outside business hours. In Ontario, cardlock sites fall under O. Reg. 217/01 (Liquid Fuels), which adopts the Liquid Fuels Handling Code.
Coloured fuel is diesel dyed red at 170–190 ppm by a registered dyer. Per the Ministry of Finance, it may be used for any reason other than to generate power in a licensed motor vehicle, or in a motor vehicle or vessel operated principally for pleasure or recreation.
Ontario coloured-fuel enforcement runs as administrative reassessment plus POA tickets, not as criminal prosecution. The deterrent for a farmer or fleet operator is the audit (7-year records, 3×–10× tax penalty, up to 13× tax administrative penalty) — not the courtroom.
PCL's 360 Oil Diagnostics programme (also branded LUBE 360) is, per PCL's own press release, "powered by WearCheck, the globally renowned oil analysis laboratory." WearCheck Canada Inc. is physically located at C8–1175 Appleby Line, Burlington, ON, and samples across SWO are processed in-province, not shipped offshore.
Beef finishing is the smallest livestock propane consumer per head among the four sectors — but the dominant fuel is dyed (coloured) farm diesel. Ontario beef finishing barns are overwhelmingly cold-deck, naturally-ventilated, open-front structures.
PCL ENVIRON MV R carries the OECD 301B 'readily biodegradable' classification, which is the regulator-recognized standard in jurisdictions with biodegradability mandates. Biodegradable hydraulic fluid in SWO ag is an Environmental Farm Plan, Conservation Authority work-permit, or operator-discretion call — not a statutory requirement.
Indicative thresholds per fluid: under 200 L/year stays in 18.9 L pails; 200–1,500 L/year moves to 205 L drums; 1,500–4,000 L/year moves to 1,000 L totes / IBCs; 4,000+ L/year justifies dedicated on-farm bulk tank delivery.
Pump cavitation occurs when hydraulic oil is too thick to flow into the pump suction at start-up, which is the cold-start problem on southwestern Ontario farms. The standard HYDREX MV line carries formal Eaton, Denison and Bosch Rexroth approvals; the arctic grades HYDREX EXTREME and MV Arctic 15 do not carry those approval letters.
Dairy is propane's steady year-round livestock load — not as peaky as a poultry brooding event, but utterly intolerant of interruption. The Ontario Milk Act and Reg. 761 require defined sanitary standards; pickup is refused if CIP cleaning has not occurred to spec.
Anywhere a lube failure (drip, fling, leak) could put non-food-grade oil into feed or milk. Outside those zones — engine, hydraulics, drivetrain — conventional lubricants are fine.
LP-fueled forklifts run on gasoline-spec engine oil, not diesel heavy-duty engine oil: OEM service literature specifies API SN / SP (or current ILSAC GF-6) 10W-30 or 5W-30. Running a CK-4 heavy-duty oil in an LP forklift is not best practice for ash control and catalyst chemistry.
Pre-season service is the single most important grease event on the farm. PRECISION XL EP2 (NLGI 2, lithium complex, EP) is the workhorse multi-application grease, and moly grease (3% or 5% MoS₂) is appropriate for heavy-load shock points.
The structural fact is the dual-zone temperature stack: piglet creep at up to 34°C while sows want the room at 18–20°C. A piglet creep heat failure in February turns into pre-weaning mortality within hours.
ISO 4406 reports hydraulic cleanliness as three numbers, such as 18/16/13: particle counts per mL at ≥4 µm, ≥6 µm and ≥14 µm, where each integer increase doubles the count. New oil from a drum runs dirtier than the target, which is why filtration discipline matters through southwestern Ontario harvest.
Treating a 20,000-bird broiler barn like a residential propane account is the leading cause of preventable run-outs on Ontario livestock operations. A residential K applied to a brooding-week broiler barn under-estimates burn so badly that the auto-deliver trigger fires after the tank has already emptied.
Every PCL extended-drain claim across DURON HP, SHP, UHP, EXTRA, and GEO LD is conditioned on a regular oil analysis program. The numbers are real, but the discipline that backs them is — operators running a 360 Oil Diagnostics sample cadence can hit the published intervals; operators running blind cannot.
Brooding is the most propane-intensive event on any Southwestern Ontario livestock operation. ~50% of cycle fuel is consumed in the first week when chick brooding temperatures are highest.
Dairy parlour: <12 hours. Broiler brooding (day 1–7): <2 hours in winter. Farrowing creep: <4 hours. Layer barn: Days, not hours.
Lubricant demand on a SWO farm is not flat: a calendar with two large peaks (planting and harvest), one steady ag-livestock baseline, and a winter cold-weather hydraulic conversation.
Standby gensets often run only 30–80 hours a year, so oxidation defence and base reserve deplete on calendar time, not hours. Petro-Canada Lubricants recommends an annual oil change regardless of hours for standby applications.
DURATRAN is the ag tractor UTTO — it is not a heavy-truck transmission fluid. PCL's heavy-truck drivetrain territory is TRAXON for axles and manual/AMT transmissions, TRAXON Synthetic MTF for Volvo I-Shift / Mack mDrive, and PRODURO / DURADRIVE for Allison automatics.
On livestock operations, set the auto-deliver trigger above 30% rather than the residential 20–25% default, so deliveries can be scheduled around milk pickup days and biosecurity restrictions. On a multi-tank manifolded system, monitor the main feed line, not just one tank.
UTTO (Universal Tractor Transmission Oil) is a single fluid covering transmission, hydraulics, wet brakes, final drives, PTO, and power steering — not the engine. DURATRAN is a mistake on John Deere IVT and CNH CVT continuously-variable transmissions under active OEM warranty: those gearboxes specify the OEM's own validated fluid and a third-party 'meets/exceeds' fluid carries warranty risk.
Ontario's used oil, oil containers and filters are managed through Automotive Materials Stewardship (AMS), the producer responsibility organization under the Resource Recovery and Circular Economy Act, 2016. AMS launched as a PRO on October 1, 2021 and runs 17,500+ collection sites across Ontario.
Construction sites in southwestern Ontario use on-site wheel-to-wheel refuelling, and coloured (dyed) off-road diesel where eligibility holds. Coloured diesel is restricted to non-taxable uses such as unlicensed construction equipment.
CK-4 is backward-compatible with CJ-4 / CI-4 — safe for older Class 8 engines and the mainstream over-the-road fleet position. The DURON line carries broad OEM approvals across most North American Class 8 engine OEMs (Cummins, Detroit Diesel, Volvo, Mack).
Federal sulphur and cleaner-fuels rules govern what diesel can be sold; Ontario's Fuel Tax Act and its regulations govern the coloured-versus-clear distinction, the eligibility tests and the penalty ladder. Coloured and clear diesel are chemically the same fuel.
There is no published "litres of diesel" trigger below which a farm spill is non-reportable: reportability is functional, not volumetric. A diesel spill on a farm must be reported immediately to the Spills Action Centre (1-800-268-6060) if it causes or is likely to cause an adverse effect, or enters or is likely to enter a watercourse, tile drain, ditch, sewer or potable-water source.
Prohibited. A farm-plated truck is a licensed motor vehicle under Fuel Tax Act s. 2(7.1), and it may not carry or run coloured (dyed) diesel under any operating condition, including on-farm-only operation, movement between contiguous farm parcels, or movement on a public highway.
On-site fleet refuelling is the commercial-operator pattern where the fuel truck comes to the yard or job site. All diesel sold in Canada today is ULSD (no LSD remains).
In Ontario, propane tanks fall under CSA B149.2 through O. Reg. 211/01, and fuel-oil tanks under CSA B139 through O. Reg. 213/01, with the Ontario Fire Code setbacks, the federal ECCC E2 threshold and TSSA director's orders on top. An installation that has not been inspected within the previous 10 years cannot legally be refilled by any distributor in Ontario.
In a propane supply emergency, the Canadian Propane Association operates an informal tiered allocation hierarchy. Greenhouses without livestock and grain dryers sit at the bottom of the supply hierarchy in an allocation event.
Ontario operates the largest greenhouse footprint in Canada. Norfolk's greenhouse footprint is dominated by ornamental, propagation, and nursery operations running 1–10 acre ranges on propane because Enbridge's natural-gas distribution does not reach much of the rural concession-road footprint.
Residential propane and furnace-oil heating in Ontario is governed by codes including CSA B139 and O. Reg. 213/01 for fuel oil. Keep-full delivery uses your consumption history and heating-degree-day data to forecast when the tank will run low and deliver before it does, with no call required.
Aboveground farm diesel tanks are not TSSA-registered; underground tanks are. The Liquid Fuels Handling Code under O. Reg. 217/01 and Ontario Fire Code Part 4 still govern installation, setbacks, secondary containment and labelling.
Grain drying in southwestern Ontario is the single largest agricultural propane use-case by tonnage and the most concentrated by season. OMAFRA Publication 24-005 (March 2024) puts the consumption rule of thumb at about 3.4 litres of propane per tonne per moisture point removed in a continuous cross-flow dryer.
PCL holds NO formal John Deere or CNH-Akcela approval letter for DURATRAN (the UTTO product). The two formal exceptions in the DURATRAN matrix are MF M-1145 (UTTO only) and Volvo Std 1273.03 / 97303 WB 101.
Beef finishing is the smallest livestock propane consumer per head among the four sectors. The dominant fuel is dyed (coloured) diesel, not propane.
3,187 dairy farms shipping milk in Ontario, 2024. 320,000 milking cows; average herd ≈100 cows.
~1,901 pork farms (Ontario Pork, 2024). Perth County is Ontario's #1 hog county by marketings.
Chicken Farmers of Ontario (CFO): More than 1,300 family-run quota-holding farms. Egg Farmers of Ontario (EFO): 292 million dozen eggs/year — ≈40% of Canada's total.
OHPA funds only the switch from oil heating to a heat pump. There is no federal program that pays for an oil-to-propane conversion.
The Energy Affordability Program (EAP) is IESO's income-qualified, fully-funded direct-install retrofit program for Ontario residential customers. It is the delivery channel through which the federal Oil to Heat Pump Affordability (OHPA) program reaches eligible Ontario homeowners.
The NFACC 2014 Pig Code sets the piglet creep area at up to 34°C and newly weaned nurseries at 27–32°C at pig level for the first 4–5 days, against 18–20°C farrowing-room ambient. NFACC codes are not statutory but are the standard in welfare audits.
The NFACC 2016 Poultry Code guideline is 30–34°C at bird level for broiler chickens in days 1–7, lowered by 2–3°C each week, and 32–35°C for turkeys. The Requirement itself is observational: bird behaviour must be observed and corrective action taken if birds show thermal discomfort.
The NFACC 2023 Dairy Code, effective April 1, 2024, sets no numeric calf-ambient-temperature requirement: it moves to outcome-based requirements. Calves must have a bed that provides comfort, insulation, warmth, dryness and traction, with 6 m³ of air space per calf to 6 weeks and 10 m³ to 12 weeks.
Ontario Regulation 216/01 establishes the Petroleum Mechanic certifications PM-1, PM-2 and PM-3. PM-2 or higher is required for aboveground and underground tank install, removal and service work.
Ontario's Fuel Tax Act and Regulation 464 set the fuel-tax rate on clear diesel (9 ¢/L, permanently set effective July 1, 2025) and the coloured-fuel regime. Coloured diesel is prohibited in any motor vehicle licensed under the Highway Traffic Act, and records must be kept 7 years.
The Ontario Home Renovation Savings Program (HRS) is the only province-wide residential energy-efficiency rebate program currently paying out in 2026. Propane and oil homes have been fully eligible since February 2025.
A propane run-out that disables the parlour clean-in-place (CIP) wash is regulatory exposure under the Ontario Milk Act and Reg. 761: pickup is refused if CIP cleaning has not occurred to spec. The wash that has to happen before the next milking is propane-dependent.
Winter-grade Type B diesel covers the SWO January monthly mean (~−12 °C) but not extreme-minimum nights without operability additives or Type A. Kitchener-Waterloo averages 64 frosty days per year; the region sees lows in the minus-twenties on roughly six nights per year, most often in January.
Boucher & Jones delivers across Waterloo Region and Wellington, Perth and Oxford counties, including the cities of Waterloo, Kitchener, Cambridge, Guelph and Stratford. B&J's own Petro-Pass cardlocks are at 155 Roger Street (Waterloo), 504 Imperial Road (Guelph) and 191 Frederick Street (Stratford).
Partly. The Fuel Tax Act and Reg. 464 require labels and tags but prescribe no colour; the red-on-coloured, white-on-clear scheme is enforceable in Ontario because the Fire Code, s. 4.3.1.7(1), requires tank identification in conformance with the Canadian Fuels Association Colour-Symbol System.
